Must a learner practising on a moped wear a high-visibility vest?

While learning to ride a moped, motorcycle, tricycle or any kind of quad, the learner must wear a high-visibility vest with reflective elements. The vest carries a distinguishing "M" mark on the front and back. That way other drivers notice straight away that a learner is ahead and can give them more room.
