Can you carry passengers in a trailer designed for goods?

Explanation

Carrying passengers in goods trailers is forbidden — they are neither built nor safe for it. There are only two exceptions: a passenger may ride in a motorcycle sidecar or in a special bicycle trailer made for carrying people. In any other case, no one may sit in the trailer while it is moving.
