Can you carry passengers in a bus while it is being towed?

For safety reasons, the traffic rules strictly forbid carrying passengers in a towed bus, trolleybus or the body of a towed lorry. It is also forbidden to be in the cab of a towed vehicle when it is carried with its end raised onto a support device.
