When is it forbidden to carry passengers in the cargo bed of a goods vehicle?
Explanation
A goods vehicle bed is not designed or fitted for carrying passengers safely, so the rules prohibit it. The only exception is transport for national defence purposes, where the bed has been specially adapted for this.
