On the right side of the road there is a "No parking on even days" sign, and on the left a "No parking on odd days" sign. When must drivers move their cars to the other side of the road?

When opposite sides of the road carry the odd-day and even-day no-parking signs, there is a set window for switching sides — from 19:00 to 24:00. During those hours parking is allowed on both sides, giving drivers time to move across.
